Ardebili Scope of Services

MPE Construction Documents

Ardebili Engineering will provide complete Mechanical, Electrical, and Plumbing Construction Documents to support the permitting and construction of the project. These documents will reflect the coordinated design of the MEP systems in compliance with applicable codes, industry standards, and project requirements.

 

The Construction Documents will include plans, schedules, details, and specifications necessary for contractor pricing, procurement, and installation of all MEP systems.

Mechanical

  • HVAC layout plans including equipment locations, ductwork, and piping

  • Equipment sizing and selection (e.g., RTUs, FCUs, mini-splits)

  • HVAC control sequences (basic narrative or specification)

  • Ventilation calculations in accordance with code

  • Title 24 or COMcheck documentation (if required)

Electrical

  • Power distribution system: panel schedules, conduit/cable routing

  • Lighting layout with fixture selection and lighting controls

  • Emergency egress and exit signage (per code)

  • Receptacle, equipment, and special system power connections

  • One-line diagram and load calculations

  • Title 24 or COMcheck lighting compliance (if required)

Plumbing

  • Domestic cold and hot water systems

  • Sanitary waste and vent systems

Engineer Site Visit /
Site Observation Report

Ardebili Engineering performs site visits to visually assess and document existing mechanical, electrical, and plumbing systems. These visits support a variety of project types, including Tenant Improvements, new construction, and preliminary planning efforts. The intent is to gather field data to inform design decisions, assist in early scoping, and identify potential constraints. A written report is provided summarizing existing conditions and any factors that may impact project direction.

Feasibility Studies:
If a formal feasibility study is required, including detailed analysis of system capacities, upgrade needs, code compliance evaluation, or budgetary recommendations, this will be treated as an additional service and can be scoped upon request.
Scope Includes:
A visual inspection of accessible MEP equipment and infrastructure, documenting system types, general condition, and potential for reuse or upgrade. Observations are supported by field notes, photos, and basic measurements.

The report may highlight visible code or coordination issues relevant to future design.
Limitations:
This is a non-invasive, observational service. No destructive testing, equipment testing, or detailed verification is performed.

Access is limited to exposed, safe, and accessible areas. Observations do not guarantee full code compliance or system completeness.

Engineer Site Visit /
Site Verification
(During Construction Administration Phase)

Ardebili Engineering provides site visit and site verification services during the Construction Administration phase to observe the installation of MEP (Mechanical, Electrical, and Plumbing) systems and verify that the work aligns with the design intent, construction documents, and applicable codes. These visits are visual in nature and allow our engineering team to confirm general progress, evaluate field conditions, and identify any visible deviations or issues requiring clarification or correction. The purpose of this service is to support quality assurance efforts, help maintain alignment between design and field execution, and provide timely feedback to the client, contractor, or project stakeholders.

Scope Includes:
This service includes a scheduled site visit by an Ardebili Engineering representative during the construction phase. During the visit, the engineer will conduct a visual review of accessible MEP systems and compare observed conditions to the approved design drawings.

Notes and photographs will be collected as needed to support observations. Following the visit, a brief field report or observation memo will be prepared, outlining key findings, potential concerns, and any recommended next steps or follow-up actions. Communication with the project team may be included to clarify findings and coordinate any needed responses.
Limitations:
This service does not include comprehensive system testing, commissioning, or validation of system performance. The visit does not involve destructive investigation, concealed conditions review, or verification of dimensions, quantities, or contractor means and methods. Site visits do not serve as a substitution for contractor supervision, code inspections, or special inspections required by the authority having jurisdiction.

Additional site visits beyond the agreed-upon scope, emergency response visits, or involvement in dispute resolution will require separate authorization.

Utilities Coordination

Ardebili Engineering will coordinate with the power company to ensure the utility’s design aligns with the electrical construction documents prepared by Ardebili Engineering.

These responsibilities fall to the owner or architect, who must also provide any required login credentials.

Title 24 (MPE)
Energy Code Compliance (California)

Ardebili Engineering provides Title 24 Energy Code compliance services to ensure that mechanical, electrical, and plumbing systems meet California’s stringent energy efficiency standards. This service includes performing required calculations and preparing documentation for code compliance verification. Coordination with architects and the design team is conducted to support integrated, building-wide compliance.

Scope Includes:
Ardebili Engineering performs calculations for HVAC efficiency, lighting power density, controls, and water heating systems. The team prepares and submits required compliance documentation (e.g., NRCC forms) and responds to the energy code plan checking comments as needed.
Limitations:
Services by Ardebili Engineering do not include full energy modeling or performance path analysis. Building envelope compliance and HERS inspections are outside the scope of this service.

Title 24 Building Envelope Energy Code Compliance (California)

This service addresses the compliance of building envelope components—walls, roofs, and fenestration systems—with California’s Title 24 Energy Code requirements. It involves evaluating insulation values, glazing performance, and air barrier strategies to meet prescriptive or performance-based criteria. Coordination with architectural teams is essential for integrated energy compliance.

Exterior Site Lighting Photometric

Ardebili Engineering provides photometric analysis services to model outdoor lighting layouts and verify that site areas meet required illumination levels and code compliance. This analysis supports safety, energy efficiency, and adherence to standards such as IES and Title 24. Deliverables typically include light level contour diagrams and recommendations for fixture type, quantity, and placement.

Scope Includes:
Ardebili Engineering develops photometric models based on proposed fixture specifications, evaluates lighting uniformity and glare potential, and prepares documentation to support permitting and code review. Coordination with civil/site planning and architectural teams is included to ensure alignment with overall site design.
Limitations:
This scope is limited to exterior site lighting only. Photometric analysis for interior lighting and emergency egress lighting is not included and can be provided as an additional service upon request. Structural design of light pole footings or bases is also excluded and should be provided by a structural engineer or manufacturer. Final fixture aiming, on-site adjustments, and post-installation field verification are not part of this scope

Power Upgrade

Ardebili Engineering provides Power Upgrade services to assess and design enhancements to electrical service capacity in response to new or expanded load demands. Services include load calculations, utility coordination, and preparation of drawings required for permit submittal. This ensures the electrical system is safely and reliably upgraded to support increased power demand loads.

Scope Includes:
Ardebili Engineering evaluates existing electrical capacity, performs detailed load analysis, coordinates with utility providers to define upgrade requirements, and prepares service upgrade documentation for permitting.
Limitations:
Services provided by Ardebili Engineering do not include utility-imposed fees, acquisition of easements, or civil site work. Design of utility-owned infrastructure remains the responsibility of the serving utility.

Demo Plans

Ardebili Engineering prepares Demolition Plans that identify existing mechanical, electrical, and plumbing (MEP) systems and components to be removed, relocated, or retained as part of renovation or tenant improvement (TI) projects. These plans are coordinated with architectural demolition drawings to support clarity, safety, and constructability during demolition.

Scope Includes:
Ardebili Engineering surveys visible, accessible MEP conditions and defines the limits of demolition based on available field information. Demolition drawings are prepared with clear notes and annotations intended for contractor use. If a contractor is available to open ceilings, walls, or other concealed areas during the site visit, Ardebili Engineering will document any additional exposed conditions accordingly. It is the contractor’s responsibility to provide a clear and accurate marked-up set of existing conditions, especially for inaccessible or concealed systems.
Limitations:
This service does not include destructive investigation unless coordinated and performed by the contractor. Demolition phasing, construction sequencing, and contractor means and methods are excluded from Ardebili Engineering’s scope.

Submittal Review(s)/
Shop Drawings

Ardebili Engineering provides Construction Administration services focused on reviewing MEP contractor submittals, shop drawings, and responding to RFIs. These services help ensure that proposed materials, equipment, and installations align with the design intent, contract documents, and applicable codes—supporting efficient project execution and reducing the risk of construction-phase issues.

Scope Includes:
Review of mechanical, electrical, and plumbing submittals and shop drawings for general conformance with the design documents. Response to contractor RFIs and participation in coordination meetings, as needed, to clarify engineering intent and support project progress.
Limitations:
This service does not include site visits, on-site observations, or construction inspections. Ardebili Engineering does not provide continuous site supervision or quality control. Contractor means, methods, safety practices, and final installation responsibility remain with the contractor.

City Submittal & City Submittal Permit Fees

Ardebili Engineering acknowledges that this service involves preparing and submitting permit documents to local authorities, managing the application process, and responding to plan check comments to facilitate permit approval for MEP scopes.

Scope Includes:
Ardebili Engineering surveys visible, accessible MEP conditions and defines the limits of demolition based on available field information. RFI (Request for Information)

Ardebili Engineering provides RFI services as part of every project to address formal contractor requests for clarification on contract documents during construction. The engineer reviews and responds to RFIs to ensure timely resolution of design ambiguities and maintain project momentum.

Scope Includes:
Ardebili Engineering reviews RFIs, provides written responses, coordinates with other design disciplines as needed, and maintains documentation tracking for all inquiries.
Limitations:
This service does not include redesigns or scope changes, which require a separate agreement.

Electrical Site Distribution

Ardebili Engineering provides electrical site distribution design services to support the delivery of power from the utility source or main service point to buildings, equipment pads, or other electrical loads throughout the site. This service includes the planning and coordination of primary electrical infrastructure, with a focus on safe, code-compliant routing, sizing, and protection of feeders and distribution components. Designs are developed in accordance with the National Electrical Code (NEC) and applicable utility requirements.

Scope Includes:
This service includes the design of underground or overhead electrical distribution systems from the main service to individual buildings or equipment pads. It encompasses feeder sizing, conduit and cable routing, and specification of appropriate overcurrent protection. Ardebili Engineering will provide equipment schedules for main switchboards, panels, and transformers where applicable. Coordination with the utility provider is included to meet service entry requirements. Final deliverables include a site electrical one-line diagram and plan views indicating distribution routing and key connection points. Load calculations and fault current summaries are also provided as required to support system performance and compliance.
Limitations:
This service does not include the design of site lighting, which is addressed under a separate photometric service. Infrastructure beyond the utility service point is not included. Trenching, civil design, or duct bank detailing must be provided by the civil engineer or contractor. Telecommunications, fire alarm, or low-voltage raceway systems are not included. Arc flash analysis and coordination studies are excluded.

Fire Alarm Design

Ardebili Engineering provides fire alarm design services to support code-compliant life safety systems for new construction, tenant improvements, and renovation projects. Designs are prepared in accordance with NFPA 72 and the requirements of the local authority having jurisdiction (AHJ). The fire alarm system is developed to suit the building’s occupancy, layout, and applicable building and fire codes. Our design may include integration with elevator recall, duct detection, sprinkler monitoring, and other essential system interfaces as required. The deliverables consist of clear, permit-ready construction documents that show device layout, riser diagrams, wiring requirements, and system interface coordination to guide the fire alarm contractor through installation.

Scope Includes:
This service includes the preparation of fire alarm drawings and specifications suitable for plan check and construction. Ardebili Engineering will identify and locate devices such as smoke detectors, strobes, horns, pull stations, and monitoring modules in coordination with ceiling plans, architectural elements, and occupancy requirements. The design will also include panel locations, annunciators (if applicable), one-line or riser diagrams, and interconnection details. Battery and voltage drop calculations will be provided where required. Coordination with architectural, mechanical, and electrical drawings is included to support proper integration. The final drawings will be stamped and ready for permit submittal to the AHJ.
Limitations:
This service does not include fire protection design, including sprinkler systems, fire suppression systems, or hydraulic calculations, which must be provided by others. Ardebili Engineering does not provide system installation, programming, or on-site testing services. Shop drawings, submittals, and as-built documentation are the responsibility of the installing contractor unless otherwise agreed upon. Proprietary systems that require vendor-specific design (e.g., EST, Notifier, or campus-wide networked systems) may require contractor coordination beyond the standard scope. Third-party monitoring services, UL certification coordination, or signal transmission design to central stations are also excluded..

Punch List

Ardebili Engineering provides punch list support services to assist project teams during the final stages of construction. This service focuses on identifying and documenting outstanding or deficient MEP (Mechanical, Electrical, and Plumbing) work prior to project closeout. Our team performs a site walkthrough to visually observe the installed systems and compare them against the design intent and construction documents. Any discrepancies, incomplete work, or malfunctioning components are recorded in a punch list report to support the contractor and client in finalizing the project to a code-compliant and operational state. This service helps confirm that all MEP systems are properly installed, fully functional, and ready for occupancy or turnover.

Scope Includes:
The punch list service includes one site visit to perform a walkthrough of the project with the contractor or client team. During this visit, Ardebili Engineering will visually review the MEP systems to assess their conformance with the approved drawings and specifications. A formal punch list report will be prepared documenting any observed deficiencies, categorized based on their nature and severity. If requested, a single follow-up verification visit will be included to confirm that the corrective work has been completed. The final punch list report will include updated status and, where applicable, photographic documentation to support the observations.
Limitations:
This service does not include redesign or corrective engineering of non-compliant systems. It also excludes comprehensive commissioning or functional. Post-occupancy evaluations, warranty reviews, and closeout documentation such as O&M manuals or as-built drawings are not part of this scope. Additional verification visits beyond the one included will require separate authorization. Lastly, architectural or structural punch list items will not be documented unless they directly impact MEP performance or installation.

Book Specs

During the Construction Administration phase, Ardebili Engineering provides support in reviewing and responding to submittals, shop drawings, and product data related to the project’s specification manual, commonly referred to as "Book Specs." This service ensures that the materials, equipment, and systems proposed by the contractor align with the performance requirements, quality standards, and intent outlined in the original construction documents. Our review focuses on technical compliance, compatibility with the design, and adherence to relevant codes and standards.

Scope Includes:
This service includes the review of submitted product data, equipment cut sheets, and material specifications related to MEP systems, as defined in the project’s specifications. Ardebili Engineering will review each submittal for general conformance with the engineering design and provide responses such as "Approved," "Approved as Noted," or "Revise and Resubmit" along with any relevant comments. Coordination with the client or contractor may be included in clarifying design expectations or addressing minor substitutions that do not materially impact performance. Comments will be returned in a timely manner to avoid project delays
Limitations:
This service does not include the creation or revision of Division 00 or Division 01 sections (procurement or general requirements), nor does it include the generation of the original specification book unless separately contracted. Our review does not extend to means, methods, or manufacturer warranties. Evaluation of architectural or structural submittals, or coordination items beyond the MEP scope, is excluded unless directly impacting MEP systems. Reviews of highly customized or performance-based substitutions may require additional coordination and will be considered outside the standard scope.

Manual J Calculations

Ardebili Engineering performs Manual J calculations using the industry-standard method to determine residential heating and cooling loads. These calculations consider factors such as building orientation, insulation, and occupancy to ensure proper HVAC equipment sizing for optimal comfort and efficiency.

Limitations:
This service is not intended for commercial or multi-family buildings and does not include HVAC system design.

Interior Power Layout – Layout by Others vs. Layout by Ardebili

Ardebili Engineering offers two service options for interior electrical power layout, tailored exclusively for residential projects. Both options ensure code-compliant power distribution to appliances, receptacles, and equipment in accordance with NEC and Title 24. The distinction lies in who is responsible for determining the layout of powered devices.

Option 1: Layout by Others

Ardebili Engineering provides electrical power distribution plans based on equipment and receptacle locations furnished by the architect, interior designer, or client. Our role is to show those elements in the electrical drawings and provide appropriate circuitry and code compliance.

Scope Includes:
  • Scaled power plans with circuitry to client-specified locations

  • Load calculations and panelboard updates, as needed

  • NEC and Title 24 compliance

Limitations:
Ardebili Engineering does not determine the layout or placement of outlets, appliances, or powered equipment. The client or their design team is responsible for providing a coordinated / accurate layout that reflects the intended use and design requirements.

Option 2: Layout by Ardebili

Ardebili Engineering is responsible for designing the power layout, including the location of receptacles, appliances, and fixed equipment based on code requirements, typical use patterns, and client input.

Scope Includes:
  • Development of the full interior power layout by Ardebili Engineering

  • Circuiting, load calculations, and panelboard coordination

  • Compliance with NEC and Title 24

Limitations:
This service does not include lighting design, low-voltage systems (data, security, AV), or architectural coordination beyond basic power layout. Client input is required to confirm design assumptions.

Interior Switch & Lighting Layout – Layout by Others vs. Layout by Ardebili

Ardebili Engineering offers two levels of interior switch and lighting layout services for residential projects. While lighting layouts are not always required for permitting, they are often requested to support clarity during construction and coordination. Both options result in code-compliant circuiting and switching layouts, with the key difference being who determines fixture and switch placement.

Option 1: Layout by Others

Ardebili Engineering documents lighting fixture and switch locations based on layouts provided by the architect, designer, or client. Our role is to translate this information into electrical drawings with appropriate circuiting and switching to meet code requirements

Scope Includes:
  • Scaled lighting and switching plans using client-provided layouts

  • Circuiting and code-compliant switching in accordance with NEC and Title 24

  • Basic load calculations, as applicable

Limitations:
Ardebili Engineering does not determine or recommend lighting fixture placement or switching strategy. It is the responsibility of the architect, designer, or owner to provide a coordinated layout. This service does not include detailed photometric analysis, lighting control system design, or lighting fixture selection unless separately requested.

Option 2: Layout by Ardebili

Ardebili Engineering provides complete lighting and switch layout design based on standard lighting practices, code requirements, and client feedback. We determine fixture and switch locations to ensure functional, code-compliant lighting for residential spaces.

Scope Includes:
  • Lighting and switch layout design developed by Ardebili Engineering

  • Circuiting, load calculations, and Title 24 compliance

  • Switching strategies coordinated for practical use

Limitations:
Ardebili Engineering does not determine or recommend lighting fixture placement or switching strategy. It is the responsibility of the architect, designer, or owner to provide a coordinated layout. This service does not include detailed photometric analysis, lighting control system design, or lighting fixture selection unless separately requested.
